development of staff, and increased support services by public health and mental health
professionals.
Improve access to early childhood facilities in under-served areas.

Consumer Education on the importance of quality early child care and preschool to the healthy development and school readiness of children.
Referrals to child care consumers.
Training to licensed child care centers and family child care homes.
Information on how to open a licensed family child care business.
Statistical information on the availability and shortages of child care which is updated
quarterly.
Professional development for early child care profressionals.

Improvement projects for licensed child care centers, head start programs, family child care homes, and public school preschool programs include:

Early Childhood Professional Development Project
School Readiness Project
Social Behavior Wellness Committee
Qualistar Resource & Referral Project

Training on the use of environmental ratings scales developed by Frank-Porter-
Graham Center at the University of North Carolina at Chapel Hill.
Funding for Qualistar rating and equipment purchase and/or training to make needed quality improvements.
Training for child care centers and licensed family child care homes to help enhance teaching skills so that children with behavorial issues remain in their early childhood program. Consistancy of care is important and children with challenging behaviors are frequently moved from one classroom to another.
